Executive Director, Headwaters Economics
Ray is the Executive Director of Headwaters Economics, an independent, nonprofit research group. Headwaters Economics’ mission is to improve community development and land management decision. This is accomplished through focusing on topics such as the economic role of federal lands, state tax policy, reducing wildfire risk to communities, expanding community trails and pathways, economic development, and free analytical tools for helping understand the link between the economy and the environment. Headwaters Economics partners with rural communities, state legislatures, the Forest Service and Bureau of Land Management, universities, and nonprofit organizations to accomplish its mission. Ray has a Ph.D. from the College of Forestry (economics) from Oregon State University, a Masters of Agriculture from Colorado State University (agricultural marketing), and a Bachelors of Science (wildlife biology) from the University of Washington. Ray is the recipient of the Wilburforce Foundations’ Conservation Leadership Award. Ray’s work is also profiled in Harper’s Magazine and Chronicle of Philanthropy.
